Paul Cylinder is an Associate with CBI and has over 30 years of experience as a project principal/manager, educator, and author. He is a recognized expert in habitat conservation planning and compliance with California and Federal environmental regulations protecting endangered species, wetlands, and natural communities. He has served as the consultant team leader in the development of highly complex and publicly visible habitat conservation plans for terrestrial, wetland, and aquatic systems, including the Fort Ord Habitat Management Plan, East Contra Costa County HCP/NCCP, Yolo Natural Heritage Program, Butte Regional Conservation Plan, and Bay Delta Conservation Plan. He is experienced with a wide range of projects in Monterey County, including the Fort Ord Disposal and Reuse EIS/BA, Salinas River Seawater Intrusion EIR/EIS, Del Monte Forest Development and Preservation Plan EIR, Monterey Pine Ecological Assessment, Monterey Pine Forest Conservation Strategy, California Central Coast Veterans Cemetery IS/EA/BA, Forest Management Plan for Asilomar State Park and Conference Center, and Recovery Strategies for Six Rare Plant Species of the Monterey Peninsula. Dr. Cylinder authored three books on conservation planning and endangered species and wetlands regulation.
